Safety of schools and other educational institutions

This section will post articles, research, reviews and other materials of the project participants on the topic - «Safety and security of educational institutions and other places with mass attendance of children, from threats of criminal, terrorist and other nature».
A promising direction for publications:
At the present time, research on effective measures to ensure the safety of educational and other institutions for children is quite relevant and of real practical interest to specialists. Situations in which high-profile crimes with large numbers of victims are committed in kindergartens, schools, colleges, universities, and other places with large concentrations of children and adolescents are no longer uncommon. Educational facilities have often become targets for terrorist attacks, and the «Columbine»* movement, or «Skulshooting»* or «School Shooters»*, is also a growing dangerous phenomenon around the world.
An equally urgent threat today is the commission of crimes against the sexual integrity of underage pupils and students, as well as crimes of an ordinary criminal nature.
Another important area for research is the development of effective methods to counteract the growing activity of «school gangs» and other informal groups of adolescents, who pursue illegal goals, including the spreading of criminal or extremist ideology.
It is important to remember that when working on materials on these issues, authors should not evaluate or make judgments about the causes of these phenomena. Social, political, religious or other motives that served as the basis for mass murders, terrorist acts or other crimes should not be discussed. This should be handled by subject matter specialists such as psychologists, educators, sociologists and journalists. The purpose of our project is to review the situation from the professional perspective, as specialists in law enforcement, public order and safety, and combating terrorism and extremism.

Ensuring the safety of educational institutions

In this article, the author analyzes the current state of school and educational institution security worldwide. Drawing on research findings, an assessment of existing and emerging threats, effective global practices, and public demand, he proposes his own framework for a comprehensive security system designed to protect educational facilities from criminal, terrorist, and other threats. This project includes specific practical solutions aimed at eliminating identified vulnerabilities in the security and safety management system of educational institutions. Administrative and legal measures, proposals for strengthening technical fortifications and security, and the prevention and suppression of direct threats. In addition, the article outlines a hypothetical experiment on the application of the proposed solutions, using the example of a real attack.

A unified approach to assessing safety in educational institutions

The article is devoted to the problem of the current lack of a unified (or at least widespread) system for assessing the level of safety of educational institutions on formal grounds. In the author's opinion, this casts doubt on the majority of conclusions with such assessments and conclusions, which are based mainly on the personal opinion of specialists, based on compliance with the requirements of normative and other specialized documents, containing mostly general and vague formulations.
As a solution, the author proposes his own development - a table for assessing the overall level of security of an educational institution from criminal and terrorist threats, according to 64 criteria. The use of which, in his opinion, should allow, objectively, with minimal influence of the «human factor» to calculate the level of security of the object, as well as simplify and make more transparent the audit and analysis of changes in the security system of educational institutions, as a separate municipality, and the whole region or the whole country.

In addition, the handbook provides the results of statistical analysis of these data, both for individual time periods and in comparison, and, based on the collected information, the author has attempted to create a «statistical model» of a potential criminal, some of his behavioral characteristics and much other analytical information. Issues Related to the Safety of Educational Facilities

In this article, the author analyzes the current situation, the level of security at educational institutions in Russia, the prospects, and existing and potential threats, as well as an assessment of vulnerabilities in the current security system. Using the United States as an example, the author examines international experience in this area, including the effective methods and security system models employed there. Their general principles and individual elements, the approaches and solutions on which they are based, comparisons, and effectiveness assessments are discussed. Subsequently, based on the analysis, the author examines opportunities for adapting and implementing the best international practices in Russia and puts forward proposals for effectively countering existing and potential threats.
